SCHENECTADY - The Schenectady County Legislature took a step forward Tuesday night toward the purchase of a State Street property in the aim of making it food market.
Legislators, through a committee, voted to enter into an agreement for the option and purchase of 754 State St., Schenectady, the county said in a statement. The resolution must also win approval at a regular meeting of the legislature, which is Tuesday, Sept. 13.
The land was occupied by Mohawk Honda, before the dealership moved to Glenville several years. The plot, which features at least one building, is about a block east of downtown in the Vale Neighborhood.
Development officials have been seeking a sight for a grocery in the city's commercial core. Albany's Honest Weight Co-op has been examining the possibility of opening a store in Schenectady and its members in May voted to continue to pursue the idea. Honest Weight has scrutinized a number of downtown locations but has made no announcements about its future plans for Schenectady.
A county official on Wednesday said the county intended to ask for requests for proposals to find an operator for the grocery.
Several city neighborhoods have been identified by the U.S. Agriculture Department's Economic Research Service as low-income census tracts where a significant number or share of residents is more than ½ mile from the nearest supermarket in an urban setting, the county statement said.
Legislator Gary Hughes, chair of the Economic Development & Planning Committee, said the goal is to use ARPA funds to invest in projects like this that will have a lasting community impact. He and others see this as an ideal location because it is close to areas that have been identified as lacking access to healthy, fresh foods, and the county's pledge to invest up to $3 million to construct the market "will help us attract a developer that will make this project a reality,” Hughes said in the statement.
The property is 2.13 acres, includes a large building and is accessible from both Albany and State streets, the county noted.
The county explained that the option agreement gives the county the right to buy the property for $950,000 for a period of 548 days (1.5 years) or allows the county to assign the option to the chosen developer.
The price of the option is $10,000, which will be deducted from the purchase price if exercised.
The legislature has asked the county’s director of economic development and planning to develop a request for proposal, which would provide up to $3 million to construct a food market on the site.
